In hard times, people have more money-related stress than not. What this often lends itself to is a lot of people strapped for cash, who turn to bad ways of getting money. For some reason, a lot of people don't think that falsifying an insurance claim is stealing, and due to this we see more fraudulent claims during harsh times than not.
